Tuples "Admin for All" Experiment

I've just about wiped the admin setup as it existed on PT, as well as removed all bans. The reason for this is that I gave almost anyone with any admin level !setlevel!!

Because of a goofup with cg_unlagged, unlagged was effectively been off during the last couple of weeks. Oops

This has also been true of mgdev for a slightly longer duration. Oops

Regardless, it's fixed now.
